Publication Ethics and Malpractice Statement
Biotic Resources (http://swzy.whu.edu.cn)(ISSN 2096-3491) is a peer-reviewed journal published bimonthly in Feburary, April, June, August, October, and December by the Editorial Department of Biotic Resources (Wuhan 430072, Hubei, China). Biotic Resources aims at publishing the latest research results, review, and academic briefings on animal, plant, microbial and genetic resources, as well as their evaluation, assessment and applications. The journal of Biotic Resources is co-sponsored by Wuhan University and Institute of Science & Technology Information of Wuhan. Biotic Resources has been committed to meeting and upholding standards of ethical behaviour at all stages of the publication process. We follow closely the industry associations, such as the Committee on Publication Ethics (COPE), International Committee of Medical Journal Editors (ICJME) and World Association of Medical Editors (WAME), that set standards and provide guidelines for best practices in order to meet these requirements. Below is a summary of our key expectations.
Author's responsibilities and obligations:
- Biotic Resources only accepts manuscripts original, with list of references and financial support, declaration of no plagiarism and no fraudulent data, and statement that the submitted manuscript is neither published previously nor the same research is under the process of publication in any other journals.
- Authors are obliged to participate in peer review process.
- All authors should have significantly contributed to the research. Authors are obliged to provide retractions or corrections of mistakes.
Peer-review process:
- All manuscripts submitted to Biotic Resources are subjected to peer-review; reviewed articles should be treated confidentially prior to their publication.
- Reviewers should have no conflict of interest.
- All judgments and findings in the peer-review process should be objective, and should not be affected by the contributor's race, gender, religion, belief, status, qualifications, and authority. No personal evaluation or personal attacks should be made.
- Reviewers should point out relevant published work which is not yet cited; once the viewpoint error, intellectual mistakes, serious copy, suspected fake data are discovered, reviewers should feedback to journal editorial officer, in a timely manner.
Publication ethics:
- The editor should adhere to the principle of fairness and justice for the submission, acceptance and rejection of manuscripts; maintain the authenticity of the review records; ensure that the identity of the reviewers and other relevant personnel in the editorial department are protected during the blind review process, and the intellectual property rights of the authors are protected.
- The editor have an obligation to investigate and communicate academic misconduct, and ensure that the paper has no plagiarism or fraudulent data. The editor is obliged to hold the author and reviewer accountable for misconduct. In the event of an academic ethics complaint, the editor must take an effective response in accordance with the COPE Flowcharts, and give authors a reasonable opportunity to respond to any complaints. All complaints should be investigated no matter when the original publication was approved. Documentation associated with any such complaints should be retained.
- Editors should preclude business needs from compromising intellectual and ethical standards, and always be willing to publish corrections, clarifications, retractions and apologies when needed.
Procedures for dealing with unethical behaviour:
Identification of unethical behaviour
- Misconduct and unethical behaviour may be identified and brought to the attention of the editor and publisher at any time, by anyone.
- Misconduct and unethical behaviour may include, but need not be limited to, examples as outlined above.
- Whoever informs the editor or publisher of such conduct should provide sufficient information and evidence in order for an investigation to be initiated. All allegations should be taken seriously and treated in the same way, until a successful decision or conclusion is reached.
Investigation
- An initial decision should be taken by the editor, who should consult with or seek advice from the publisher, if appropriate.
- Evidence should be gathered, while avoiding spreading any allegations beyond those who need to know.
Minor breaches
- Minor misconduct might be dealt with without the need to consult more widely. In any event, the author should be given the opportunity to respond to any allegations.
Serious breaches
- Serious misconduct might require that the employers of the accused be notified. The editor, in consultation with the publisher or Society as appropriate, should make the decision whether or not to involve the employers, either by examining the available evidence themselves or by further consultation with a limited number of experts.
Outcomes (in increasing order of severity; may be applied separately or in conjunction)
- Informing or educating the author or reviewer where there appears to be a misunderstanding or misapplication of acceptable standards.
- A more strongly worded letter to the author or reviewer covering the misconduct and as a warning to future behaviour.
- Publication of a formal notice detailing the misconduct.
- Publication of an editorial detailing the misconduct.
- A formal letter to the head of the author's or reviewer's department or funding agency.
- Formal retraction or withdrawal of a publication from the journal, in conjunction with informing the head of the author or reviewer's department, Abstracting & Indexing services and the readership of the publication.
- Imposition of a formal embargo on contributions from an individual for a defined period.
- Reporting the case and outcome to a professional organisation or higher authority for further investigation and action.
